Why Are There Dead Elites In Halo 3 Odst, Bungie has revealed that there are no Elites in Halo 3. There are a bunch of dead Elites in Tayari Plaza the first flashback. Its still a pretty half-assed explanation but they do at least make a token effort to explain the lack of hostile Elites. ODST is before Halo 3.

At this point in the story the Great Schism and genocide of the Sangheili hasnt happened yet plus as far as Im aware there were no Brutes onboard Regrets carrier certainly not in any position of authority. ODST because the new villain doesnt like them. The covenant war happened much later and odst doesnt specify the why although buck I think acknowledges it in the playthrough. I would assume that at some point in the near future we will get those stories and interactions but for now the focus needed to be and is on Chief and him getting back his mojo so to speak.
